| 为适应网络环境下连续出版物的标识需求变化，契合国际书目领域对该类文献资源书目控制的最新发展趋势，ISSN（International Standard Serial Number）国际标准在标识范围、分配细则及网络环境应用等关键方面进行调整。本研究系统剖析ISSN国际标准的最新变化及背后原因，梳理我国对该标准的采标历程与实施现状，并针对提高我国连续出版物文献标识的标准化水平提出建议：加快国家标准的修订，在吸收国际标准的核心变化基础上应结合我国出版实际情况进行适配优化；强化国家图书馆在ISSN实施中的主导作用，优化ISSN分配机制以推动连续出版物全面标识；加强国际书目理论与标准研究，提升图书馆连续出版物书目数据质量。 |

| To adapt to the changes in the identification needs of serials in the network environment and align with the latest development trends of bibliographic control for serials in the international field, the ISSN (International Standard Serial Number) international standard has been revised in key aspects including scope of identification, principles of assignment, and application in the network environment. This paper systematically analyzes its latest changes and their underlying drives, reviews China’s adoption process and current implementation status of the standard, and puts forward suggestions for improving the standardization level of identification for serials in China: accelerate the revision of national standards by integrating core updates from the international standard while adapting them to domestic publishing practices; strengthen the leading role of the National Library of China in ISSN implementation and optimize the ISSN allocation mechanism to promote comprehensive identification of serials; enhance research on international bibliographic theories and standards to improve the quality of bibliographic data for serials in libraries. |
