| 在高等教育高质量发展的背景下，我国高校图书馆信息资源建设面临经费保障压力加大、馆员能力要求持续提升、用户需求日趋多元及资源同质化凸显等多重挑战。本研究提出“5C”框架：以高质量、有特色馆藏资源（Collection）为核心，强化资源与大学及用户的价值连接（Connection），重塑馆员与学者及学术出版机构的全面沟通（Communication），推动本地及全球学术社区协同（Collaboration），并通过馆员能力跃迁（Capability）应对智能化变革。该框架可为“十五五”期间高校图书馆信息资源建设提供理论参考与实践启示。 |

| Against the background of high-quality development of higher education, the information resource development of university libraries in China is faced with challenges such as growing funding pressure, higher competency requirements for librarians, diversified user demands and homogenization of resources. In the inaugural year of the 15th Five-Year Plan, this study puts forward a “5C” framework: taking high-quality and distinctive library collections (Collection) as the core; strengthening the value connection (Connection) between resources, the university and users; reshaping comprehensive communication (Communication) among librarians, scholars and academic publishers; boosting collaboration (Collaboration) within local and global academic communities; and enhancing librarians’ professional capabilities (Capability) to cope with intelligent transformation. This framework can provide theoretical references and practical implications for the information resource construction of university libraries during the 15th Five-Year Plan period. |
