| 本研究旨在破解历史文化名镇名村文化遗产数据要素从数字存档到价值创造的转化难题，有效应对保护与利用脱节的现实困境。本研究采用理论构建与系统分析范式，界定文化遗产数据要素的内涵与复合属性，提出价值形成的三阶链式理论模型，并设计“治理–场景–技术–主体”四维协同实现路径。本研究揭示了数据要素“文化–经济”双重属性及其动态价值机理，阐释了从资源存档到资产流通、再到价值增值的内在逻辑，可为历史文化名镇名村数据要素的确权、流通与增值提供系统性理论框架，助力国家文化数字化战略落地与活态遗产的数字化转型示范。 |

| This study aims to address the challenge of transforming cultural heritage data from digital archiving to value creation in historical and cultural townships and villages, responding to the practical dilemma of disconnection between preservation and utilization. Using the paradigm of theoretical construction and systematic analysis, this study defines the connotation and composite attributes of cultural heritage data elements, proposes a three-stage chain model of value formation, and designs a four-dimensional collaborative implementation path of “governance-scenario-technology-subject”. It reveals the “cultural-economic” dual attributes of data elements and their dynamic value mechanism, elucidating the intrinsic logic from resource archiving to asset circulation and further value appreciation. The study provides a systematic theoretical framework for the verification, circulation, and value enhancement of data elements in historical and cultural townships and villages, supporting the implementation of the national cultural digitalization strategy and serving as a model for the digital transformation of living heritage. |
