系统剖析我国政府开放数据安全管理政策的内容结构,揭示现有政策不足,可为后续政策优化提供参考与借鉴。构建“政策主题-政策参与主体-政策效力”三维分析框架,以26个省级行政区发布的85份政府开放数据安全管理政策为研究样本,使用LDA主题模型、内容分析法和PMC指数模型,对政府开放数据安全管理政策展开量化评价。研究发现,我国省级政府开放数据安全管理政策主题可分为健全数据安全管理责任机制、强化数据利用主体权利与义务、推动数据安全协同治理,但主题强度分布不均;政策参与主体失衡,其中数据安全监管者占比最多,系统平台运营者次之,而政府数据提供者与数据利用者的主体地位不够突出;政策效力整体处于良好等级,但在政策工具、作用阶段、政策时效3个方面存在一定改进空间。针对上述不足,提出相应优化建议。 |

This paper systematically analyzes the content structure of China’s open government data security management policies, reveals the shortcomings of existing policies, and provides references for subsequent policy optimization. Taking 85 open government data security management policies released by 26 provinces as research samples, this paper uses LDA theme model, content analysis method, and PMC index model to quantitatively evaluate the open government data security management policies based on a three-dimensional analysis framework of “policy theme-policy participant-policy effectiveness”. It is found that the themes of the provincial open government data security management policies in China can be divided into three categories: improving data security management responsibility mechanisms, strengthening the rights and obligations of data users, and promoting collaborative governance of data security. However, the intensity distribution among these themes is uneven. The policy participation subjects are unbalanced, with data security regulators accounting for the largest proportion, followed by system platform operators, while the main positions of government data providers and data users are not prominent enough. The effectiveness of the policy is at a good level, but the existing policies have room for improvement in three aspects: policy tools, action stages, and policy timeliness. In view of the above shortcomings, the corresponding optimization suggestions are put forward. |
