跨学科研究的不断发展使传统的科技评价模式受到冲击,其中长期占据主体地位的同行评议制度也暴露出评议方式落后、评议标准不规范、价值取向缺失等问题。本文梳理国内外跨学科研究和同行评议机制的相关文献,总结出上述问题的三大成因:学科范式复杂化和成果价值多元化;专家遴选拘泥于传统内在逻辑;学科分化与去分化的现实对立。通过对英国的REF进行实例分析,总结出REF 2021应对跨学科场景评价问题的有效举措。为实现从小学科同行向跨学科同行的转变,同行评议制度应当从三个方面入手进行改进,即合理设置参评学科体系、强调评议专家的跨学科素养、使用多种定量方法辅助同行评议。 |

The continuous development of interdisciplinary research has impacted the traditional evaluation model of science and technology. The peer review system, which has been the most important evaluation method for a long time, is also being questioned for its backward patterns, irregular standards, and incomplete value orientation. By combing relevant literature on interdisciplinary research and Peer Review, this paper summarizes the three causes of the above problems: the complexity of the discipline paradigm and the diversification of the value of achievements; the traditional internal logic trap of expert selection; the realistic opposition between disciplinary differentiation and dedifferentiation. Through the case analysis of the Research Excellence Framework in the UK, the effective measures taken by REF 2021 to deal with interdisciplinary evaluation problems are summarized. In order to realize the transformation from single discipline reviewers to inter-discipline reviewers, the Peer Review system should e improved from the following three aspects: set disciplines rationally in evaluation, emphasize interdisciplinary literacy of experts, use quantitative schemes to assist Peer Review. |
