| 本文首先介绍中国高等教育文献保障系统（China Academic Library & Information System，CALIS）的发展历程与基本成绩，随后讨论如何正确认识CALIS发展过程中的问题，将其归纳为服务、资源、创新、发展4个层面，以及认识上的差距、工作上的短板、措施上的弱项、落实上的难点、安全上的盲点5个方面。同时进一步指出，要解决CALIS发展中的具体问题需要秉持“全面支撑，多元融合，协同创新，价值引领”这16字方针。最后指明CALIS在“十四五”期间要着重完成的6个方面的任务。 |

| After introducing the history and achievements of CALIS, this article discussed how to correctly understand the problems in the developing process of CALIS, and summarized them into four aspects: service, resources, innovation, and development. Meanwhile, those problems displayed in five types: cognition, operation, measure, implementation, and security. Then, it proposed guidelines to solve those problems. At last, it put forward six important tasks in the 14th Five-Year period for CALIS. |
