| 为明确“十四五”时期我国科技文献保障工作的发展方向，有效推进国家科技文献保障高端交流平台建设，本文首先分析我国科技文献保障平台建设现状与存在问题，进而探索“十四五”时期我国科技文献保障平台的全新格局。在此基础上提出，“十四五”期间，作为国家科研论文和科技信息高端交流平台建设的重要任务之一，我国文献资源保障的重点工作是面向国家重大战略性需求，加强科技文献生态系统建设；发挥新型举国体制优势，强化科技文献信息资源体系建设；针对个性化、差异化、品质化信息需求，优化科技文献知识服务能力建设；推进跨界融合与开放联合实施，深化科技文献保障体制机制创新建设。 |

| In order to clarify the development direction of China’s science and technology literature support work during the “14th Five-Year Plan” period and effectively promote the construction of High-end Communication Platform of National Science and Technology Literature Support, this paper first analyzes the current situation and existing problems of China’s Science and Technology Literature Support Platform Construction, and then explores the new pattern of China’s Science and Technology Literature Support Platform during the “14th Five-Year Plan” period. On this basis, it is proposed that during the “14th Five-Year” Plan period, as one of the important tasks of the construction of National High-end Communication Platform for scientific research papers and scientific and technological information, the key work of China’s literature resource guarantee is to strengthen the construction of scientific and technological literature ecosystem facing the major national strategic needs. Give full play to the advantages of the new national system and strengthen the construction of scientific and technological literature and information resources system. In view of the personalized, differentiated and quality information needs, optimize the construction of scientific and technological literature knowledge service capacity. We will promote the joint implementation of cross-border integration and opening-up; deepen the innovation and construction of scientific and technological literature guarantee system and mechanism. |
