| 公共数字文化治理是国家治理体系和治理能力现代化进程中的新命题。数智技术的进步和数智化场景的应用，对公共数字文化治理数智化发展提出了新的要求。本文旨在按照“基础理论→要素模型→治理模式→应用场景→长效机制”的思路，对公共数字文化数智化治理体系建设进行总体框架设计：第一，构建公共数字文化数智化治理理论体系框架；第二，识别公共数字文化数智化治理要素并构建要素层次模型；第三，在现行模式中融入数智化特征，形成多元协同的公共数字文化数智化治理模式；第四，通过仿真模拟促进公共数字文化数智化治理场景应用实施；第五，构建公共数字文化数智化治理绩效评价体系，并形成保障公共数字文化数智化治理体系有效运行的长效机制。 |

| Public digital cultural governance is a new proposition in the process of modernizing China’s system and capacity for governance. The advancement of digital and intelligent technology and the application of digital and intelligent scenarios have put forward new requirements for the digital and intelligent development of public digital cultural governance. This paper aims to design an overall framework for the construction of the digital and intelligent governance system for public digital culture, following the approach of “basic theory→elements model→mode of governance→application scenario→longterm mechanism”. Firstly, we establish a theoretical framework for the digital and intelligent governance of public digital culture. Secondly, we identify the elements of digital and intelligent governance of public digital culture and construct a hierarchical model of these elements. Thirdly, we integrate digital and intelligent features into the current model to form a diverse and collaborative digital and intelligent governance model of public digital culture. Fourthly, we promote the application and implementation of digital and intelligent governance scenarios of public digital culture through simulation and emulation. Fifth, we establish a performance evaluation system for the digital and intelligent governance of public digital culture, and form a long-term mechanism to ensure the effective operation of the digital and intelligent governance system for public digital culture. |
