探讨国外教育机构科研数据政策的大纲与主要内容,可为我国教育机构制定科研数据政策提供参考借鉴。本文在对国外科研数据政策大纲/模板进行调研与梳理的基础上,分析政策的大纲、主要内容及阐述视角。发现国外教育机构的科研数据政策大纲主要从数据生命周期、利益相关者和两者相结合3个角度展开。其中,数据生命周期视角主要从科研数据生命周期(计划、管理、保存、共享与利用等)角度阐述各阶段的主要工作内容与要求;而利益相关者视角主要从科研数据管理与共享所涉及的相关主体的角度明确各主体的职责与责任。最后,以美国、澳大利亚及英国的30所知名高校的科研数据政策进行验证,辨明教育机构科研数据政策制定的主要依据。 |

Exploring the outlines and main contents of scientific research data in foreign education institutions, so as to provide reference for Chinese education institutions to formulate scientific research data policies. On base of investigating and combing the foreign scientific research data policies outlines/templates, this thesis summaries the outlines, main contents and perspectives of policies. The main perspectives of the scientific research data policies outline in foreign education institutions are research data life cycle, stakeholders and the combination of both sides. Among them, the perspectives of data life cycle mainly elaborates the main work contents and requirements of each stage from the perspective of scientific research data life cycle (planning, management, preservation, sharing and utilize, etc.). The perspectives of stakeholder mainly clarifies each body’s duties and responsibilities from the perspective of related body involved in scientific research data management and sharing. Finally, the research data policies of 30 famous universities in the United States, Australia and the United Kingdom were validated, and the main basis for the formulation of research data policies of education institutions was identified. |
